Your mission:

Under the supervision of the Guarantee Manager, the EU Guarantees Officer (a new position) will: i) manage the deployment of several guarantee programmes that provide financial support to EDFI projects in developing countries and emerging markets (focus on Sub-Saharan Africa and EU Neighbourhood) and ii) manage periodic reporting responsibilities by developing tools and reports and ensuring compliance with reporting obligations.

The EU Guarantees Officer will work hand in hand with the Mandate team, which is responsible for the preparation, design, and negotiation of new EU mandates mainly in the areas of EFSD+ external action guarantees, EU Technical Assistance and EU Blending.

Key responsibilities:

  1. EFSD+ programme management
    • Contribute to the screening of project proposals to ensure coherence and compliance with the eligibility and additionality requirements of the guarantee programmes.
    • Prepare and present project proposal memos and project updates to senior management at decision committees.
    • Communicate with EDFI investment teams for pre-screening of deals, delivering trainings, information sessions, portfolio monitoring, reporting etc.
    • Data collection and analysis, handling data enquiries.
    • Manage financial/legal/project information by maintaining Excel models and a dedicated guarantee deal flow system.
    • Process change requests and waiver requests.
    • Monitor compliance with contractual agreements that EDFI MC has in place with the European Commission and the EDFIs.
    • Provide support to the Guarantee Manager and Mandate Team in the development of new programmes and various ad hoc tasks.
    • Interact with European Commission staff to ensure smooth operation of guarantee programs, including reporting and management of fee revenue.
  2. Monitoring and reporting
    • Coordinate and manage the collection and analysis of portfolio data from EDFIs for multiple guarantee programs (including impact reporting).
    • Design, refine/improve and review templates to the European Commission.
    • Coordinate and actively monitor and report on a portfolio of projects supported by EDFI MC and draft reports to a high standard for the European Commission and EDFIs.
    • Prepare and manage periodic pipeline review preparation for the European Commission.
    • Manage the calculation and collection of fees related to the guarantee programmes.
    • Work with EDFI MC Finance to manage the provision of data to enable the timely production of financial statements.
    • Ensure adherence to contractual reporting timelines and programme ramp-up goals.

Profile & requirements:

Education & Professional Experience

  • A university degree in Business Administration, Economics, Finance, or a related field.
  • 5–8 years of relevant experience in development or commercial banking, accounting, auditing, or middle/back-office roles.
  • At least 2 years of experience in a similar position within an EU institution, a European Development Finance Institution, a representative office, or a consultancy.

Technical Skills & Personal Attributes

  • Strong financial and analytical skills, including corporate finance and financial analysis.
  • Excellent proficiency in Microsoft Office, particularly Excel and PowerPoint.
  • Familiarity with debt and equity financing instruments (banks/EDFIs) and with legal contracts and loan documentation.
  • Meticulous, detail-oriented, and comfortable working with numbers.
  • Professional, proactive, and results-driven.
  • Able to work autonomously while coordinating effectively with team members.
  • Strong interpersonal skills and an ability to communicate clearly and confidently.

Languages

  • Excellent written and spoken English.
  • French and/or Dutch are considered an advantage.
